Washington Summit

Washington Summit held on April 23-25, 1999, commemorated to the 50-th NATO anniversary began a range of initiatives directed at deepening of cooperation in the frameworks of PfP program and directed at reforming of Armed Forces in partner States.

“Enlarged and more operative partnership” (ЕМОР) includes following initiatives:

  • Political-military frameworks (РМF) for NATO-led peacekeeping operations, frameworks which establish principles, means and other statements for involvement of partner nations in political consultations and decision-making process, for operational planning and discussing of future combined actions. Moreover, this resulted in practice in context of partners’ participation in SFOR and KFOR operations.
  • Operational capabilities concept (OCC) for NATO-led PfP operations, is to improve partner nations capabilities as for the cooperation with NATO Forces by means of data base creation with the list of means and forces, together with establishing feedback and evaluation mechanisms.
  • PfP Training and Profound Education Program (PTPEP) is to increase level of education and training to meet existing and future needs of NATO and partners in the frameworks of Enlarged and more operative partnership (ЕМОР). Main attention is paid to achieve interoperability. The program has to assist development of future cooperation and dialogue between members of PfP Program.
  • Enlarged and adapted Planning And Review Process (PARP) creates mechanisms for complete involvement of the partners’ means and powers to NATO-led peacekeeping operations, and it also creates frameworks for the development of partners’ forces interoperability by means of introduction of partnership goals.

Cooperation in defense dimension gives wide opportunities for cooperation in all directions on the level of NATO Committees to support ЕМОР.
