The
state inter-departmental commission on Ukraine-NATO
cooperation
State Inter-departmental
Commission on Ukraine-NATO cooperation (SIC) was created
by the Ukrainian President’s Decree dated April, 3,
1997 №292/97 in order to assure effective
cooperation between the Alliance and the Ukrainian
foreign policy activities in this sphere.
The SIC is an advisory body,
created to prepare proposals on cooperation with NATO
command and executive structures, with NATO-members and
PfP-partners as well as proposals on organization,
coordination and control over fulfillment of the
decisions in this area taken by ministries and other
central executive power bodies and state bodies of
Ukraine.
The SIC is subordinate and
accountable to the President of Ukraine. The
Constitution of Ukraine, laws of Ukraine, President’s
Decrees and instructions, Cabinet of Ministers and NSDC
resolutions, international treaties, govern its
activities.
SIC principal tasks are:
- Elaboration of proposals on
concepts and decisions in Ukraine-NATO cooperation
policy, NATO-Ukraine individual partnership program
and other documents that determine and clarify the
cooperation strategy and tactics;
- Preparation of proposals to
the President on organization, coordination and
control over activities of ministries, other
executive power bodies and state bodies of Ukraine
in cooperation with NATO-members and partners;
- Introduction of proposals on
solving practical problems linked with Ukraine’s
participation in multinational PKOs;
- Preparation of proposals to
the President on priorities and volumes of funding
of main directions of Ukraine - NATO and its members
cooperation.
In fulfillment its tasks the
SIC is entitled to:
- Cooperate in a preset order
and within its authority with NATO command and
executive structures, NATO-members appropriate state
bodies, officials and private individuals from
abroad;
- Recommend to Ukrainian
executive power bodies on cooperation with NATO and
its members and participation of Ukraine in
multinational PKOs
- Recommend to Ukrainian
executive power bodies on using budget allocations
and foreign financial aid allocated for cooperation
with NATO and its members and participation of
Ukraine in multinational PKOs;
- Receive information,
statistics and other data necessary for fulfillment
of assigned tasks from Ukrainian executive power
bodies, institutions and organizations;
- Involve in a preset order
experts from other ministries and other executive
power central bodies, institutions and organizations
in development of separate issues of cooperation
with NATO.
The SIC consists of reps from
ministries and departments that take part in cooperation
with the Alliance as well as President Administration
and Verkhovna Rada (at consent). The Head of the SIC is
the NSDC Secretary. His deputies are first Deputy of the
Minister of foreign affairs and the Chief of General
Staff who is the First Deputy of the Minister of
Defense.
The organizational activities
of the SIC are provided by the NSDC Office.
