OSCE Mission to Georgia

Reference:

  • Decree of the President of Ukraine №992/2000 of 17.08.2000.

3 military observers take part in activities of the OSCE Mission to Georgia.

OSCE Mission to Georgia was established in 1992. Mission HQ is located in Tbilisi. Consists of 18 servicemen.

The task of OSCE Mission to Georgia is to assist negotiations between conflicting parties in Georgia, which are directed at the achievement of peaceful solving of the conflict.

Initial tasks of the Mission envisage:

  1. Provision of assistance in negotiations between conflicting parties in order to achieve peaceful solving of Georgian-Ossetian and Georgian-Abkhazian conflict by political means.
  2. Assistance to the adherence to human rights.
  3. 3. Assistance to the creation of democratic institutions inside the country. Control and assistance in establishing of free mass media principles.

Broadened tasks of the mission include all abovementioned and following:

As for Georgian-Ossetian conflict:

  • To assist creation of larger political basis, in the frameworks of which in accordance to principles of OSCE political solving of the conflict could be achieved;
  • To assist meetings between all parties, participating in the conflict, including the conduct of “round tables”, in order to find, determine and eliminate sources of tension and in order to enlarge political consent on the territory of the conflict;
  • Give recommendations about faster conduct of the conference under the aegis of OSCE and in participation of UN, the aim of which is to solve the conflict, including determination of the political status of Southern Ossetia;
  • conduct of control role as for joint peacekeeping force; establish proper forms of contacts with military commanders of both sides, in order to conduct negotiations; collect information about military situation; investigate cases of violating of existing ceasefire agreement and pay commanders’ attention to possible political results of some of their military actions;
  • Take active part in the work recently called Joint Control Committee, in order to facilitate cooperation of interested parties;
  • Establish contacts with representatives of local powers and population.

As for Georgian-Abkhazian conflict:

  • To provide communication with UN representatives in Abkhazia;
  • To report to UN HQ about the situation in zone of conflict.

As for Georgia in general:

  • To assist the adherence to human rights and main freedoms, to assist in creation of legal and democratic institutions and processes, including giving advice as for the creation of new constitution, implementation of the legislature about citizenship, creation of independent court system, and control over elections;
  • Coordinate their activities with Supreme Secretary of OSCE for national minorities, OSCE Office for democratic institutions and Human rights, and cooperate with Council of Europe, establishing contacts with other organizations, which participate in solving of these issues in Georgia.

OSCE Mission to Georgia
