UN Mission to Kosovo

Reference:

  • Decree of the President of Ukraine № 1261 dated 02.10.1999;
  • Resolution of the Cabinet of Ministers № 2047 dated 05.11.1999

Military observers - 2.

The main tasks of the Mission:

  • to organize training of local police representatives;
  • to insure human rights;
  • to maintain legality;
  • to support mass media activity;
  • to solve questions of society democratization.

The Special Representative of UN Secretary General and the Head of UN Acting Administration in Kosovo Hans Hekkerup (Denmark).

In order to carry out the UN Security Council Resolution № 1244 (1999) the Mission consists of 4 main components:

  1. Civil Administration – representing the UN Secretariat;
  2. Issues of Humanitarian Aid – representing the UNHCR;
  3. Creation of State institutions – representing OSCE;
  4. Issues of Kosovo restoration – representing EU.

Mission is planned to be carried out in five phases:

Phase I
  • to establish control and to create acting administrative structures;
  • to complete deployment of civil international police forces;
  • to work out a stage-by-stage plan of economical restoration of Kosovo;
  • to render assistance to returning home refugees and completion of housing restoration as soon as possible;
Phase II
  • Mission Administration focuses efforts upon activity of social and community services and issues of legality;
Phase III
  • The main efforts are planned to focus upon preparation and holding of election;
Phase IV
  • Mission assists new elected representatives of control organs and takes over administrative functions to them;
Phase V
  • final – Mission monitors the transition of power from acting control bodies to ones, which shall be created in frame of political settlement.
