The history of the Armed Forces of Ukraine in Peacekeeping operations

Ukraine began to take part in peacekeeping operations since Verkhovna Rada of Ukraine adopted the resolution of 3 July № 2538-ХII “On the participation of the Armed Forces of Ukraine in UN Peacekeeping Forces in conflict zones on the territory of Former Republic of Yugoslavia”. At the present time more than 17000 servicemen of the Armed Forces of Ukraine take part in peacekeeping operations.

27 Ukrainian peacekeepers were killed and about 66 servicemen were wounded since 1992.

The Ukrainian soldiers have taken part in the following Peacekeeping operations:

The Armed Forces of Ukraine took part in peacekeeping operations of UN Forces for security actions (UNPROFOR)
1992-1995

Reference: The resolutions of Verkhovna Rada # 2538-ХII of 03.07.92 "On the participation of the Armed Forces of Ukraine in UN peacekeeping operations in conflict zones on the territory of Former Republic of Yugoslavia" (240 detached special battalion), of 19.11.93 № 3226-ХІІ (60 detached special battalion) and others numbering till 1200 servicemen:

  • 240 detached special battalion
  • 60 detached special battalion
  • 40 operative group of staff officers
  • Military police unit
  • Group of military observers since 01.06.95
  • 15 detached helicopter unit

The main tasks of 240 and 60 detached special battalions are to provide convoying the cargo with humanitarian help to native population; to stop combat actions, and to patrol the zones of responsibilities.

The personnel paid special attention to following activities:

  • establishment of demilitarizared zone in the Jepa region;
  • evacuation of 5000 people during Serbian attack;
  • reconstruction of networks;
  • reconstruction of tram-line;
  • Providing the security in airport;

During September-December 1995, the Ukrainian peacekeeping units were repatriated from Former Yugoslavia. Staff officers, military police officers and observers were discharged. The 60 detached special battalion and 40 officers of operative group came back to Ukraine. Over a period of mission existence, about 6400 servicemen of the Armed Forces of Ukraine took part in UNPROFOR.

International IFOR Forces Stabilization Forces
(SFOR in Bosnia and Herzegovina)
 December 1995 - December 1999

Reference: The resolution of UN Security Council of 15.12.95 № 1031, Dayton agreement, the resolution of the Cabinet of Ministers of 29.12.95 № 1073, the agreement between Ukraine and France for participation of 240 detached special battalion in International IFOR Forces

  • 240 detached special battalion 400 servicemen (mechanized)

The 240 detached special battalion was transferred to International IFOR Forces in December 1995. In March 1997, 240 detached special battalion was relocated from Sarajevo to Vrapchichi (near Mostar).

During deployment in Sarajevo and Bosnia and Herzegovina, the personnel of 240 detached special battalion, in addition to peacekeeping operations, took part in reconstruction of hospitals and schools, roads, networks, tram-lines, dispensation of food for children and orphans, and giving medical help. The first tram was painted in blue-yellow colors. It was made for Ukrainian peacemakers.

According to the resolution of the Ministry of Defense of Ukraine and restructuring of KFOR Forces, the 240 detached special battalion was removed from KFOR Forces in December 1999. About 2800 servicemen took part in this mission.

UN Mission to Eastern Slovenia
(April 1996 - January 1998)

Reference: The resolution of Verkhovna Rada of 25.03.96 № 102/96-ВР.

  • 17 detached helicopter squadron
  • 70 detached armored company
  • 64 detached special mechanized company
  • 8 detached helicopter squadron

The main tasks of the units were to observe the implementation of agreements about transferring the authority under the control of UN administration, to patrol the zones of responsibilities, to transport the UN personnel and to convoy the humanitarian cargos. More than 1000 servicemen of the Armed Forces of Ukraine took part in UN mission to Eastern Slovenia.

UN Mission of preventive deployment to Macedonia
June 1995 - March 1999

  • 1 military observer

The main tasks of military observers in Macedonia were to control state border areas and to inform about any actions, which can undermine the trust and the stability in Republic Macedonia and were dangerous for its territory.

Besides the main tasks such as observing the situation near the borders with Republic Yugoslavia and Albania and giving the information to military institutions of the mission, military observers cooperated with civil institutions and gave them special services on the level of community.

4 officers of the Armed Forces of Ukraine took part in UNPREDER during the existence of this mission.

OSCE Kosovo Verification Mission
(December 1998 - March 1999)

  • 23 UN observers

The main tasks of OSCE verification mission in Kosovo were:

  • to monitor the responsibilities both sides in Kosovo according to the Resolution 1199 of UN Security Council and to report to the Permanent OSCE representative and other organizations of the Permanent Council of OSCE;
  • To open the mission representatives in Kosovo region;
  • To establish relations with Yugoslavia and Serbia authorities and, if necessary, with other authority and political parties;
  • To establish relations with organizations in Kosovo, accredited by international and non-government organizations;
  • To supervise the elections in Kosovo according to the adopted rules and procedures;
  • To report and to give the recommendations to Permanent OSCE Council, UN Security Council and other organizations, which are under the jurisdiction of the Resolution 1199 of UN Security Council.

UN mission in Angola
(January 1996 – February 1999)

Arguments: The resolution of UN Security Council of 08.02.95 976 Resolution of Verkhovna Rada of 16.01.96 № 96-ВР.

The main tasks of the unit were to reconstruct the engineer infrastructure in the areas responsibility (roads, bridges and temporary pontoon-bridges over the river).

In 1999, UN Security Council unanimously voted for removing 1000 servicemen “blue helmets” from Angola. A 40 years period of civil war does not stop native irreconcilable leaders. The Indian peace-makers were the last, who left Angola in March this year, and they lowered the UN flag in Luanda.

226 servicemen took part in UN mission in Angola.

UN mission in Guatemala
January-May 1997

  • 8 military observers

The main tasks of military observers in Guatemala were to control the implementation of the provisions of the Agreement “On cease fire”, signed by the government of this country and movement "National revolution unity of Guatemala" (NRUG) in December 4 1996, which includes the information about interruption of the combat actions and release of NRUG combatant, who were specially prepared for this aims.

UN mission in Tajikistan
December 1994 - March 2000

  • 3 military observers.

The main tasks of military observers were:

  • To help United commission, which consist of representatives from Tajikistan government and Tajikistan opposition, to supervise the implementation of the Agreement “On temporary cease of fire and other combat actions on the Tajikistan –Afghanistan border”;
  • To investigate the data of violation of the Agreement and to inform UN and United commission about this actions;
  • To establish the relations with OSCE, Collective peacekeeping forces of CIS in Tajikistan, border forces and the sides, which took part in conflict;
  • To support Special representative of General Secretary, to do services for providing the political coordination, which could contribute to give humanitarian help to international associations;
  • To supervise the soldiers of United Tajik Opposition (UTO), to supervise their demobilization and disarmament;
  • To help for reintegration of combatants in the state structures or their demobilization.

During the time of mission existence, 17 officers of the Armed Forces of Ukraine were sent to Tajikistan to do their duties.

Special UN mission in Afghanistan
April 2000 - May 2001

The main mission tasks were:

  • Making the conditions for preparing the negotiation process;
  • Preparation of the Agreement about interruption the fire;

UN mission in Prevlaka peninsula, Croatia
January 1996 - December 2002

2 military observers.

The main mission tasks were:

  • To control the activity of the Navy of Serbian Republic Yugoslavia in Cotoria bay;
  • To control non-use of forces and heavy armament of Croatia and Yugoslavia Armed Forces in demilitarized zone;

During September-December 1995, the Ukrainian peacekeeping units were repatriated from Former Yugoslavia. Staff officers, military police officers and observers were discharged. The 60 detached special battalion and 40 officers of operative group came back to Ukraine. Over a period of mission existence, about 6400 servicemen of the Armed Forces of Ukraine took part in UNPROFOR.

International IFOR Forces Stabilization Forces
(SFOR in Bosnia and Herzegovina)

The 240 detached special battalion was transferred to International IFOR Forces in December 1995. In March 1997, 240 detached special battalion was relocated from Sarajevo to Vrapchichi (near Mostar).

During deployment in Sarajevo and Bosnia and Herzegovina, the personnel of 240 detached special battalion, in addition to peacekeeping operations, took part in reconstruction of hospitals and schools, roads, networks, tram-lines, dispensation of food for children and orphans, and giving medical help. The first tram was painted in blue-yellow colors. It was made for Ukrainian peacemakers.

According to the resolution of the Ministry of Defense of Ukraine and restructuring of KFOR Forces, the 240 detached special battalion was removed from KFOR Forces in December 1999. About 2800 servicemen took part in this mission.

UN Mission to Eastern Slovenia
(April 1996 - January 1998)

The main tasks of the units were to observe the implementation of agreements about transferring the authority under the control of UN administration, to patrol the zones of responsibilities, to transport the UN personnel and to convoy the humanitarian cargos. More than 1000 servicemen of the Armed Forces of Ukraine took part in UN mission to Eastern Slovenia.

UN Mission of preventive deployment to Macedonia
June 1995 - March 1999

  • 1 military observer

The main tasks of military observers in Macedonia were to control state border areas and to inform about any actions, which can undermine the trust and the stability in Republic Macedonia and were dangerous for its territory.

Besides the main tasks such as observing the situation near the borders with Republic Yugoslavia and Albania and giving the information to military institutions of the mission, military observers cooperated with civil institutions and gave them special services on the level of community.

4 officers of the Armed Forces of Ukraine took part in UNPREDER during the existence of this mission.

OSCE Kosovo Verification Mission
(December 1998 - March 1999)

  • 23 UN observers

The main tasks of OSCE verification mission in Kosovo were:

  • to monitor the responsibilities both sides in Kosovo according to the Resolution 1199 of UN Security Council and to report to the Permanent OSCE representative and other organizations of the Permanent Council of OSCE;
  • To open the mission representatives in Kosovo region;
  • To establish relations with Yugoslavia and Serbia authorities and, if necessary, with other authority and political parties;
  • To establish relations with organizations in Kosovo, accredited by international and non-government organizations;
  • To supervise the elections in Kosovo according to the adopted rules and procedures;
  • To report and to give the recommendations to Permanent OSCE Council, UN Security Council and other organizations, which are under the jurisdiction of the Resolution 1199 of UN Security Council.

UN mission in Angola
(January 1996 – February 1999)

Arguments: The resolution of UN Security Council of 08.02.95 976 Resolution of Verkhovna Rada of 16.01.96 № 96-ВР.

The main tasks of the unit were to reconstruct the engineer infrastructure in the areas responsibility (roads, bridges and temporary pontoon-bridges over the river).

In 1999, UN Security Council unanimously voted for removing 1000 servicemen “blue helmets” from Angola. A 40 years period of civil war does not stop native irreconcilable leaders. The Indian peace-makers were the last, who left Angola in March this year, and they lowered the UN flag in Luanda.

226 servicemen took part in UN mission in Angola.

UN mission in Guatemala
January-May 1997

The main tasks of military observers in Guatemala were to control the implementation of the provisions of the Agreement “On cease fire”, signed by the government of this country and movement "National revolution unity of Guatemala" (NRUG) in December 4 1996, which includes the information about interruption of the combat actions and release of NRUG combatant, who were specially prepared for this aims.

UN mission in Tajikistan
December 1994 - March 2000

  • 3 military observers.

The main tasks of military observers were:

  • To help United commission, which consist of representatives from Tajikistan government and Tajikistan opposition, to supervise the implementation of the Agreement “On temporary cease of fire and other combat actions on the Tajikistan –Afghanistan border”;
  • To investigate the data of violation of the Agreement and to inform UN and United commission about this actions;
  • To establish the relations with OSCE, Collective peacekeeping forces of CIS in Tajikistan, border forces and the sides, which took part in conflict;
  • To support Special representative of General Secretary, to do services for providing the political coordination, which could contribute to give humanitarian help to international associations;
  • To supervise the soldiers of United Tajik Opposition (UTO), to supervise their demobilization and disarmament;
  • To help for reintegration of combatants in the state structures or their demobilization.

During the time of mission existence, 17 officers of the Armed Forces of Ukraine were sent to Tajikistan to do their duties.

  • Making the conditions for preparing the negotiation process;
  • Preparation of the Agreement about interruption the fire;

UN mission in Prevlaka peninsula, Croatia
January 1996 - December 2002

The main mission tasks were:

  • To control the activity of the Navy of Serbian Republic Yugoslavia in Cotoria bay;
  • To control non-use of forces and heavy armament of Croatia and Yugoslavia Armed Forces in demilitarized zone;
  • To control the police activity in zone of responsibility.
