August 24

Verkhovna Rada of Ukraine adopted the resolution "On military units of Ukraine"

Verkhovna Rada decreed:

1. To subordinate all military units to Verkhovna Rada, which deployed on the territory of Ukraine.

2. To establish the Ministry of Defense.

3. The government must begin to establish the Armed Forces, Republican Guards and Security unit of Verkhovna Rada, Cabinet of Ministers and National Bank of Ukraine.

August 29

Working meeting of the Head of Verkhovna Rada Leonid Kravchuk with military district commanders, commanders of the fleet, armies, commanders of military units, deployed in Ukraine.

September 3

General K. Morozov was appointed Minister of Defense of Ukraine (resolution of Verkhovna Rada of Ukraine № 1473-ХII).

October 7

All military units, elements, railway forces, KGB communication forces of USSR, civil defense units, military vehicles and equipment are subordinated to Ministry of Defense of Ukraine according to the decree of Verkhovna Rada of Ukraine.

October 11

Verkhovna Rada of Ukraine adopted the resolution “On Conception for Defense and Armed Forces development”.

October 11

Security council of Ukraine was established according to the resolution of Verkhovna Rada. It included the Head of Verkhovna Rada of Ukraine (head of security Council), Prime Minister, Head of Verkhovna Rada commission for state security and defense, State Minister for defense, national security and emergency situations, State Minister for defense complex, Minister of Defense, Minister of Foreign Affairs, Head of National Security service, Commander of frontier troops, Commander of National Guards, Head of civil defense.

November 14

The text of military allegiance and temporary provision about the order of its convocation were adopted according to the decree of Verkhovna Rada. 

December 6

Verkhovna Rada adopted the following laws: “On Defense of Ukraine”, "On the Armed Forces of Ukraine". By that day, the text of military oath was adopted and the first person, who swore allegiance, was Minister of Defense K. Morozov.

December 30 

At the meeting of CIS Presidents, the President of Ukraine L. Kravchuk said that all military units, deployed on the territory of Ukraine, sworn allegiance voluntarily to Ukrainian people since 3 January 1992.

  The following armies were deployed in Ukraine at the end of the year: rocket army, three combined arms forces, two armored armies, one army corps, four Air Force armies, separate Air Defense army, the Black See Fleet. The concentration of forces numbered about 780000 personnel, 6500 tanks, about 7000 combat armored vehicles, 1500 combat aircrafts, more than 350 ships, 1272 strategic nuclear warheads of intercontinental ballistic missiles and about 2500 nuclear weapon. But in any case, Ukraine had only some parts from military structure of the Soviet Unit.

1992

January- March

All servicemen and reservists swore allegiance to Ukraine.

January 9

All-Ukrainian meeting for military development took place under the voting of the President of Ukraine L. Kravchuk. The methods of military development of the state till 1996 were determined during that meeting.

January 11

At the meeting in Minsk, the Ukrainian and Russian authorities decided that the part of the Black See Fleet must become a part of the Armed Forces of Ukraine.

March 5

Minister of Defense of Ukraine adopted the Conception about social-psychological service in the Armed Forces of Ukraine.

March 25

The law “On military duty and military service” was adopted.

April 7

The Navy command was established and began to function.

June-July

The first military unit of Ukrainian peacekeeping forces was formed and sent to Yugoslavia.

July 1

National Security Council of Ukraine was established according to the decree of the President of Ukraine.

July 4

The Defense council of Ukraine adopted military doctrine.

August 3

At the meeting in Yalta, the Ukrainian and Russian authorities signed the agreement about principles of forming the Navy of Ukraine and Russia in the Black See Fleet of former USSR.

August 19

Cabinet of Ministers adopted the resolution "On reform of military education system". 34 high military schools were reorganized to 7 military institutes, one military university, one National Academy of the Armed Forces of Ukraine, 3 departments of military training and 43 military chairs attached to civil high educational institutions of Ukraine.

August 28

 Military board of Ministry of Defense of Ukraine approved the establishment of new branch of the Armed Forces - the Air Defense.

1993

January 28

The President of Ukraine signed the decree "On the Air Force of Ukraine".

February 3

Verkhovna Rada of Ukraine adopted the resolution "On the order of implementation the law of Ukraine "On civil defense of Ukraine".

October 8

General V.G.Radetsky was appointed Minister of Defense of Ukraine.

October 19

Verkhovna Rada of Ukraine adopted the resolution "On structure, strength and logistic support of the Armed Forces of Ukraine”, which determines the organization plan in the Armed Forces of Ukraine.

October 19

Military doctrine of Ukraine was approved according to the resolution of Verkhovna Rada of Ukraine. It became a main part of national security conception and totality of main principles for security organization and prevention of the population and state due to political, diplomatic, economic and military methods..

October 21

The resolution of Verkhovna Rada approved the law of Ukraine “On preparedness activity and mobilization".

October 21

Verkhovna Rada of Ukraine adopted the law "On status of war veterans, and guarantees of their social protection".

1994

February 15

The decree of the President of Ukraine “On military commissariat” was signed.

August 25

V.M. Shmarov was appointed the Minister of Defense of Ukraine.

October 7

The decree of the President of Ukraine “On taking control over the ships of the Navy of Ukraine" was issued.

1995

April 20

The decree of the President of Ukraine “On the Air Forces" was issued. The law was about the establishment of the Air Force.

1996

April 5

The decree of the President of Ukraine “On taking control over the Air Force military units of the Armed Forces of Ukraine" was issued.

May 23

The decree of the President of Ukraine “On the Army of Ukraine" was signed.

July 11

General O.I. Kuzmuk was appointed the Minister of Defense of Ukraine by the order of the President of Ukraine.

October 23

Ukrainian and Russian authorities signed the agreement about the status and conditions of deployment the Black See Fleet of the Russian Federation on the territory of Ukraine.

 

More than 3500 different military structures and about 410000 personnel were discharged at the end of 1996. The number of armament and military vehicle significantly reduced: combat aircrafts - by 600 units, helicopters - by 250 units, fleet of tanks and combat armed vehicle - by 2400 and 2000 units.

1997

January 20

The state program for organization and development of the Armed Forces till 2005 was approved by the decree of the President of Ukraine. This program determined the stepwise realization of main provisions for organization and development conception of the Armed Forces of Ukraine.

August 21

The provision “On Ministry of Defense of Ukraine” and “On General Staff of the Armed Forces of Ukraine” was adopted by the decree of the President of Ukraine.

August 21

The complex program of stepwise reduction and elimination of combat missile systems of intercontinental ballistic missiles RS-18 was adopted by the resolution of the Cabinet of Ministers of Ukraine

October 13-14

The strategic command-staff training “Redut-97” was conducted under the direction of the President of Ukraine - Supreme Commander-in-Chief of the Armed Forces of Ukraine L. Kuchma. All Ministries and departments of the state, connected with defense activity, took part in the training.

1998

March 5

The law of Ukraine “On national security and defense council of Ukraine” was adopted. The law determined the legal grounds of organization and activity of National security and defense Council of Ukraine, its strength, structure, functions.

May 14

The complex program for stepwise reduction and elimination of strategic aviation systems TU-95MS and TU-160, deployed in Ukraine, was approved according to the resolution of the President of Ukraine

September 4

The conception of  cultural-educational work in the Armed Forces of Ukraine and other military structures was approved according to the decree of the President of Ukraine.

December 22

Verkhovna Rada of Ukraine adopted the resolution “On the strength of the Armed Forces of Ukraine”. The Armed Forces of Ukraine should have 310000 servicemen and 90000 civil personnel at the end of the year 2000.

1999

April 23

Verkhovna Rada of Ukraine adopted the law “On participation in peacekeeping operations”.

2000

March 2

Verkhovna Rada of Ukraine adopted the law “On sending the Armed Forces units to other countries”.

The Agreement for the Status of the Armed Forces between member countries and other states, which took part in “Partnership for Peace” program, was ratified.

July 28

“The state program for organization and development of the Armed Forces of Ukraine till 2005” was approved according to the Presidential Decree.

October 5

Verkhovna Rada of Ukraine adopted the law “About amendments to the law of Ukraine “On the Armed Forces”.

Verkhovna Rada of Ukraine adopted the law “About amendments to the law of Ukraine “On Defense of Ukraine”.

The Agreement for the Status of the Armed Forces between member countries and other states, which took part in “Partnership for Peace” program, was ratified.

“The state program for organization and development of the Armed Forces of Ukraine till 2005” was approved according to the Presidential Decree.

Verkhovna Rada of Ukraine adopted the law “About amendments to the law of Ukraine “On the Armed Forces”.

1991

August 24

Verkhovna Rada of Ukraine adopted the resolution "On military units of Ukraine"

Verkhovna Rada decreed:

1. To subordinate all military units to Verkhovna Rada, which deployed on the territory of Ukraine.

2. To establish the Ministry of Defense.

3. The government must begin to establish the Armed Forces, Republican Guards and Security unit of Verkhovna Rada, Cabinet of Ministers and National Bank of Ukraine.

August 29

Working meeting of the Head of Verkhovna Rada Leonid Kravchuk with military district commanders, commanders of the fleet, armies, commanders of military units, deployed in Ukraine.

September 3

General K. Morozov was appointed Minister of Defense of Ukraine (resolution of Verkhovna Rada of Ukraine № 1473-ХII).

October 7

All military units, elements, railway forces, KGB communication forces of USSR, civil defense units, military vehicles and equipment are subordinated to Ministry of Defense of Ukraine according to the decree of Verkhovna Rada of Ukraine.

Verkhovna Rada of Ukraine adopted the resolution “On Conception for Defense and Armed Forces development”.

Security council of Ukraine was established according to the resolution of Verkhovna Rada. It included the Head of Verkhovna Rada of Ukraine (head of security Council), Prime Minister, Head of Verkhovna Rada commission for state security and defense, State Minister for defense, national security and emergency situations, State Minister for defense complex, Minister of Defense, Minister of Foreign Affairs, Head of National Security service, Commander of frontier troops, Commander of National Guards, Head of civil defense.

November 14

The text of military allegiance and temporary provision about the order of its convocation were adopted according to the decree of Verkhovna Rada. 

December 6

Verkhovna Rada adopted the following laws: “On Defense of Ukraine”, "On the Armed Forces of Ukraine". By that day, the text of military oath was adopted and the first person, who swore allegiance, was Minister of Defense K. Morozov.

December 30 

At the meeting of CIS Presidents, the President of Ukraine L. Kravchuk said that all military units, deployed on the territory of Ukraine, sworn allegiance voluntarily to Ukrainian people since 3 January 1992.

  The following armies were deployed in Ukraine at the end of the year: rocket army, three combined arms forces, two armored armies, one army corps, four Air Force armies, separate Air Defense army, the Black See Fleet. The concentration of forces numbered about 780000 personnel, 6500 tanks, about 7000 combat armored vehicles, 1500 combat aircrafts, more than 350 ships, 1272 strategic nuclear warheads of intercontinental ballistic missiles and about 2500 nuclear weapon. But in any case, Ukraine had only some parts from military structure of the Soviet Unit.

1992

January- March

All servicemen and reservists swore allegiance to Ukraine.

January 9

All-Ukrainian meeting for military development took place under the voting of the President of Ukraine L. Kravchuk. The methods of military development of the state till 1996 were determined during that meeting.

January 11

At the meeting in Minsk, the Ukrainian and Russian authorities decided that the part of the Black See Fleet must become a part of the Armed Forces of Ukraine.

March 5

Minister of Defense of Ukraine adopted the Conception about social-psychological service in the Armed Forces of Ukraine.

March 25

The law “On military duty and military service” was adopted.

April 7

The Navy command was established and began to function.

June-July

The first military unit of Ukrainian peacekeeping forces was formed and sent to Yugoslavia.

July 1

National Security Council of Ukraine was established according to the decree of the President of Ukraine.

July 4

The Defense council of Ukraine adopted military doctrine.

August 3

At the meeting in Yalta, the Ukrainian and Russian authorities signed the agreement about principles of forming the Navy of Ukraine and Russia in the Black See Fleet of former USSR.

August 19

Cabinet of Ministers adopted the resolution "On reform of military education system". 34 high military schools were reorganized to 7 military institutes, one military university, one National Academy of the Armed Forces of Ukraine, 3 departments of military training and 43 military chairs attached to civil high educational institutions of Ukraine.

August 28

 Military board of Ministry of Defense of Ukraine approved the establishment of new branch of the Armed Forces - the Air Defense.

1993

January 28

The President of Ukraine signed the decree "On the Air Force of Ukraine".

February 3

Verkhovna Rada of Ukraine adopted the resolution "On the order of implementation the law of Ukraine "On civil defense of Ukraine".

October 8

General V.G.Radetsky was appointed Minister of Defense of Ukraine.

October 19

Verkhovna Rada of Ukraine adopted the resolution "On structure, strength and logistic support of the Armed Forces of Ukraine”, which determines the organization plan in the Armed Forces of Ukraine.

October 19

Military doctrine of Ukraine was approved according to the resolution of Verkhovna Rada of Ukraine. It became a main part of national security conception and totality of main principles for security organization and prevention of the population and state due to political, diplomatic, economic and military methods..

The resolution of Verkhovna Rada approved the law of Ukraine “On preparedness activity and mobilization".

Verkhovna Rada of Ukraine adopted the law "On status of war veterans, and guarantees of their social protection".

1994

February 15

The decree of the President of Ukraine “On military commissariat” was signed.

August 25

V.M. Shmarov was appointed the Minister of Defense of Ukraine.

October 7

The decree of the President of Ukraine “On taking control over the ships of the Navy of Ukraine" was issued.

1995

April 20

The decree of the President of Ukraine “On the Air Forces" was issued. The law was about the establishment of the Air Force.

1996

April 5

The decree of the President of Ukraine “On taking control over the Air Force military units of the Armed Forces of Ukraine" was issued.

May 23

The decree of the President of Ukraine “On the Army of Ukraine" was signed.

July 11

General O.I. Kuzmuk was appointed the Minister of Defense of Ukraine by the order of the President of Ukraine.

October 23

Ukrainian and Russian authorities signed the agreement about the status and conditions of deployment the Black See Fleet of the Russian Federation on the territory of Ukraine.

 

More than 3500 different military structures and about 410000 personnel were discharged at the end of 1996. The number of armament and military vehicle significantly reduced: combat aircrafts - by 600 units, helicopters - by 250 units, fleet of tanks and combat armed vehicle - by 2400 and 2000 units.

1997

January 20

The state program for organization and development of the Armed Forces till 2005 was approved by the decree of the President of Ukraine. This program determined the stepwise realization of main provisions for organization and development conception of the Armed Forces of Ukraine.

August 21

The provision “On Ministry of Defense of Ukraine” and “On General Staff of the Armed Forces of Ukraine” was adopted by the decree of the President of Ukraine.

August 21

The complex program of stepwise reduction and elimination of combat missile systems of intercontinental ballistic missiles RS-18 was adopted by the resolution of the Cabinet of Ministers of Ukraine

October 13-14

The strategic command-staff training “Redut-97” was conducted under the direction of the President of Ukraine - Supreme Commander-in-Chief of the Armed Forces of Ukraine L. Kuchma. All Ministries and departments of the state, connected with defense activity, took part in the training.

1998

March 5

The law of Ukraine “On national security and defense council of Ukraine” was adopted. The law determined the legal grounds of organization and activity of National security and defense Council of Ukraine, its strength, structure, functions.

May 14

The complex program for stepwise reduction and elimination of strategic aviation systems TU-95MS and TU-160, deployed in Ukraine, was approved according to the resolution of the President of Ukraine

September 4

The conception of  cultural-educational work in the Armed Forces of Ukraine and other military structures was approved according to the decree of the President of Ukraine.

December 22

Verkhovna Rada of Ukraine adopted the resolution “On the strength of the Armed Forces of Ukraine”. The Armed Forces of Ukraine should have 310000 servicemen and 90000 civil personnel at the end of the year 2000.
